The conference on Bosnia in Bonn gave to the appointed Bosnian
sovereign, Carlos Westendorp, new powers and authorities, while
urther estranging the Serbian participants in the talks about
the future of Bosnia.
Serbs walked out protesting the language of the final document which
mentioned the disturbing developments in Kosovo. Serbs maintain that
five years that Albanian children in Kosovo have been deprived of formal
education is the internal Serbian matter, and that the West has no
business talking about that.
The situation in Kosovo, however, changed: the pacifiable opposition
of Ibrahim Rugova is loosing support, and the more militant one (KLA
for example) is rising its head. So, the West is reasonably worried
of a sidehow in the making in Kosovo. Serbs obviously believe that
they still have bigger guns and can control the situation the way
they controlled the situation in Croatia and Bosnia. This
particularly worries everybody else, of course.
The Bonn declaration, however, did not hint that Kosovo is not a
Serbian matter, it just said it is a problematic matter. The focus of
talks was Bosnia, indeed. By pulling out, Serbs gave up their right to
participate in the decision-making process about Bosnia in the
future. The conclusions of the talks are going to be implemented
regardless of Serbs approval or disapproval. Does this mean that
Serbs are giving up on Bosnia? Or are they going to put up an armed
resistance to the West?
Not that they have any chance of winning a war against NATO, but it
would definitely be interesting to watch their next move.

The interior minister of German state Bavaria gave ultimatum to Bosnian
refugees to leave the country by the end of 1998 or face deportation.
For those who have no place to return to (because their house is
burned, reposessed by the enemy or simply located in the enemy
territory), he suggested them to go to the U.S.!!! I am sure this will
make INS happy. State Departmen didn't yet say anything, but it
probably will...
